Article 11 – Freedom of Movement

(1) All Germans shall enjoy freedom of movement throughout the federal territory.
(2) This right may be restricted only by or pursuant to a law, and only in cases where an adequate means of livelihood is not available and this would result in a particular burden on the general public, or where such restriction is necessary to avert a threat to the existence or the free democratic basic order of the Federation or a Land, to combat the danger of epidemics, natural disasters or especially serious accidents, to protect young people from neglect, or to prevent criminal acts.
